12-Story Apartment Building Planned for Downtown

D’Amico Development is proposing a 12-story mixed-use building in downtown on the block surrounded by 10th, Lucas 11th, and Convention Center (Delmar). There would be 120 apartments on 9 floors above an amenity deck with fitness center, clubhouse, business center, and outdoor pool.

The two-story podium would be 17,000 square feet of ground-level retail with offices above. The 800-space parking garage to the west would be for building users and visitors to America’s Center which is expanding to the west towards this block. The estimated project costs is $60M. D’Amico plans to seek a 10-year 95% property tax abatement and sales tax exemption for construction materials.

The plan came as the result of a RFP by the LCRA issued last fall.

LCRA is seeking proposals to design and construct a mixed-use development consisting of two distinct components. The first includes a parking structure that could be owned by a to-be established LCRA parking trust. At a minimum, this structure would provide parking inventory to accommodate those spaces are being eliminated upon the expansion of the America’s Center on city blocks 259 (739 spaces) and 174 (217 spaces) and another 221 spaces that will be eliminated by the construction of this project.
Additional demand potential is substantial, as the facility would be supported by various businesses in the area including USBank, the Globe Building, Starwood Group, St. Louis Post Dispatch, and TRex, as well as overflow parking from the nearby Holiday Inn. A ground floor commercial component for the structure is encouraged, and the respondent should demonstrate a capability and willingness to execute a master lease agreement for such space if included.

Actually the SLDC picked a proposal from the Treasurer’s office for a 10-story,1200-space, tax-exempt parking garage with a restaurant on the top floor and ground floor retail.
