DMG Investments of New York City is proposing a 7-story apartment building, dubbed “Air St. Louis” on the vacant lot at 3901 Forest Park Ave and Vandeventer across from Ikea currently owned by CORTEX. A $25M zoning-only building permit application was submitted last August. We’ve gotten a first look via documents submitted tot he city. The architect is Rosemann & Associates.

The ere are 310 apartments, 224 studio/1BD, 74 2BD, and 12 3BD. There are four levels of parking totaling 272 spaces accessed from Forest Park Ave with a pool on top. An opening in the median on Forest Park Ave would be moved a little to the east to line up with the driveway. The parking ratio is less than the city’s mandate of 1 space per housing unit, so they will need a zoning variance. There is 8,200 square feet of commercial space facing Vandeventer.


The building design is typical of apartment buildings of late. It’d be great if it took some cues from the Gerhart block next door or at least had a cornice.
The site is within the CORTEX Chapter 325 redevelopment corporation boundaries, so it could grant tax abatement, though the now dead proposal at 3800 Laclede did not seek tax incentives.
