Searching for Leadership to Shift the St. Louis Transportation Paradigm

Yeah, it's New York and not St. Louis. The specific solutions may not always be transferable, but the message should be: "(shift the focus) to looking at actually moving people rather than moving automobiles," and "When you really start looking at streets in a people-oriented way, rather than a car-oriented way, it just starts to make sense." How do we begin to shift the paradigm in St. Louis and how do we continue the momentum presented by the Great Streets initiative, the new downtown bike commuting center and other developments?
