Spitzberg-Lassen Proposes Rowhouses at Tower Grove and Vista in FPSE

Spitzberg-Lassen plans to build the “Townhomes at Tower Grove,” a 28-unit apartment building at the corner of Tower Grove and Vista across the street from Adams Elementary School in the Forest Park Southeast neighborhood. They submitted a $4M zoning-only building permit application earlier this month. The architect is Design Alliance. They are also the architect for Spitzberg-Lassen’s development at 3800 Laclede.

The building is configured into 14 rowhouses, or modules, with a ground-level 1 bedroom garden apartment with a two-story, two bedroom unit above. Balconies and porches face the street. The entrances face the rear. There are 28 surface parking spaces in the “garden,” the maximum allowed under the FPSE form-based code. The exterior of the building is 100% brick. The total project cost is estimated to be $4,950,000. The developer is not seeking any tax incentives. They expect occupancy in April of 2025.

Great to see more infill and that not everything is a 100+ monolith apartment building. The FPSE Development Committee meeting, November 28th, 6:30 pm at 4512 Manchester Ave. They will discuss the project with neighbors and seek support for variances which would go before the Board of Adjustment.
