Winter Garden Apartments To Be Rehabbed

It looks like the Winter Garden Apartments on DeBaliviere will get a facelift. A $5M building permit application was submitted March 9th. The 112 apartments (94 one-bedroom and 18 two-bedroom) span two buildings, one eight stories and the other six. The building is owned by Related out of New York City who are also planning to rehab their Park Place Apartments at Forest Park Avenue and Newstead with a recently submitted $8M building permit application. The total project cost is $23M (including $10.8M for acquisition).

They were awarded Low Income Housing Tax Credits (LIHTC) last year bringing over $10M in equity. It is a 62+ senior-oriented residence. They pay up to 30% of their income for rent.

Development is on a roll on and near DeBaliviere – Winter Garden marked in yellow, Blackline’s recent conversion into 20 apartments of The Dorze at Waterman and DeBaliviere marked in green, Expo at Forest Park and Hudson under contraction marked in red, and the proposed 60-unit apartment building at Waterman and Clara marked in blue. One hopes the tax-exempt parking lot to the north of Winter Garden might see a building someday as well as 5710 Kingsbury which was being marketed for sale as it was severed from the 415 DeBaliviere parcel.
